Smart Start, launched by Governor Jim Hunt in 1993, is a comprehensive public-private initiative to help all North Carolina children enter school healthy, motivated Learning Computerand ready to succeed. Studies show that more than 85 percent of a child's intellect, personality and social skills are formed by age five.  Thanks to Smart Start, children in North Carolina are getting the early childhood education, health care and family support they need during these most critical years of development.

Programs and services of Smart Start are developed and administered by communities and partnerships at the local level — the people who know best the needs of their children and families. These partnerships bring together local parents, educators, childcare providers, non profits, faith communities, and businesses to help build bright futures for North Carolina children.

Partnership for Children of Johnston County, incorporated in 1997, offers a wide variety of services to promote the physical, educational, and social well-being of all Johnston County children ages 0-5.
