Purchase Orders:

The Partnership for Children of Johnston County is required to have approved Purchase Orders prior to placing any orders for supplies, materials, or services.  A purchase order is a legal document issued by the Accounting Department giving vendors permission to provide goods or services.  Before performing any job or accepting any order, you should request a purchase order from the authorized purchasing agent at the Partnership for Children of Johnston County, Inc.  Only the authorized purchasing agent(s) has the authority to commit the Partnership for Children of Johnston County to a purchase, and in most cases this must be done through competitive bidding.  The Partnership for Children of Johnston County, Inc. assumes no financial responsibility for goods or services provided without a purchase order.

Competitive Bidding:

The Partnership for Children of Johnston County shall use competitive bidding practices in contracting for goods and services on all contract amounts of $3,000 and above, and where practicable, for amounts of less than $3,000.  The following competitive bidding practices are used:  

  1. Amounts equal to or less than $3,000 – Purchase from a customary vendor.
  2. Amounts greater than $3,000, but less than $5,000 – Obtain three verbal quotes.
  3. Amounts equal to or greater than $5,000, but less than $15,000 – Obtain three written quotes.
  4. Amounts equal to or greater than $15,000, but less than $40,000 – a request for proposal process will be used.
  5. Amounts of $40,000 or more, request for proposal and advertising in a major newspaper.

Although The Partnership for Children of Johnston County is not a state agency, vendors may be willing to honor state contract prices. If The Partnership is able to negotiate the state contract rate, The Partnership will not be required to follow the bidding requirements as the state has bid the goods and/or services. However, the state contract number must be reflected on the purchase order if The Partnership does not bid the activity in accordance with Smart Start bidding requirement.
